Penny Hill Press is the only private supplier of all Congressional Research Service (CRS) publications. Although many websites include a partial list of CRS reports, only Penny Hill Press has available all documents produced by CRS since 1995, most reports from 1993 and 1994, and selected reports from previous years. The CRS is the non-partisan public policy research arm of the United States Congress that provides members and committees with in-depth, non-partisan analysis of legislative issues. With a budget of more than $73 million and a staff of more than 750, the agency produces or updates approximately 3,000 studies and other publications annually. The agency does not distribute its reports to the public, nor does it make them available to the public on its website. Individuals seeking copies of CRS reports generally must request a paper copy from their representative in Congress, look for them on public web sites, or purchase them through a third party provider.
